Short answer
A later share offering after the IPO, by the company or existing shareholders.
A secondary offering takes place after a company is already public. It may involve newly issued shares, which raise capital for the company and can dilute existing holders, or shares sold by existing shareholders, which transfer ownership without raising new money for the company. The prospectus should make clear who is selling and where the proceeds go.
